8:18 a/pm- HEALTH CARE FORUM
HSince Health Care is dominating concerns both on the national and
state level, this Health Care Forum, hosted last year by Senator
Roman Prezioso, Senate chair of the Health & Human Resources
Committee, takes center stage at to possible legislation and action.
Hosted at Fairmont State, the main speaker was Dr. Kenneth Thorpe,
Robert W. Woodruff Professor and Chair of the Department of Health
Policy & Management, in the Rollins School of Public Health
of Emory University, Atlanta, Georgia . Other participants include
legislators such as Delegate Barbara Hatfield, D-Kanawha; Sen. Evan
Jenkins, D-Cabell; Sen. Ron Stollings, D- Boone; Del. Dan Poling:
D- Wood; Del. Cliff Moore, D- McDowell; Del. Dan Foster: D- Kanawha;
Ralph Rodighiero: D-Logan; Delegate Don Perdue, D-Wayne, House chair
of the Health & Human Resources Committee. Other participants
included Keri Kennedy, WV Office of Healthy Lifestyles, Wellness
and Prevention; James L. Commerce, M.D., The Upper Ohio Valley Individual
Practice Association, Chronic Care HIT; Carl Callison, Mountain
State Blue Cross Blue Shield, Administrative Simplification; and

10:14 a/pm - TUSKEGEE FLYING AIRMEN
This program at Fleming Memorial Presbyterian Church featured a
tribute to the life of Colonel George Spencer “Spanky”
Roberts, one of the original five Tuskegee airmen, for whom the
present South Side Bridge is named. Charlotte Meade read an account
of Colonel George "Spanky" Roberts from Geraldine Belmear.
Charlotte then discussed how the naming of the bridge came to be.
She also sang the song "The Bridge" she wrote for the
dedication on June 3, 1999; Rev. Richard Bowyer discussed Rose Cousins,
the first female pilot in West Virginia; Joan Lacey shared the influence
of the Tuskegee airmen upon her brother, and Jan Brown Harris shared
how her 5th graders benefited from visits by Tuskegee Airmen to
her classroom in Washington D.C.

This excellent presentation features superb public service announcements
and oddities from across America. Today brief PSA features how a
virus can benefit cancer patients; and how headaches from TMD can
be treatable; the greatest traveling circus in Milwaukee and aging
healthy in America. Also entertaining oddities sweets shows that
Apple Pie to be the favorite dessert in the US and the official
South Dakota state dessert in Kuchen, a German style coffee cake.

This second series of our Public Library features an overview of
downloading audio books using the Digital Media Console via the
WV DELI (Digital Entertainment Library Initiative) in consortium
with 5 other public libraries: Bridgeport, Ohio County, Glenville,
Morgantown, and Fairmont State. Erika Reed guides the audience through
the process.
3:00 a/pm - FAIRMONT CITY COUNCIL
Highlights included the City council members voting unanimously
to pass a 49 percent water rate increase following concerns over
Mannington mayor and two residents. Following the history and explanation
of the water crisis by City Manager James Snider, various persons
then explained the situation from their perspective. Those speaking
were Eileen Layman, Finance Director; Vince Collins, Bond Council;
Zack Dobbins, Bennett & Dobbins, PLC; Dave Sago, Utility Manager;
and Brian Hackman, Project Manager, Strand Associates, Madison,
Wisconsin. Under consideration of council business, a resolution
authorizing the filing of an application with the West Virginia
Department Of Transportation for funding under the Recreational
Trails Program for the continued acquisition and development of
the West Fairmont Trail was passed, a first reading on rezoning
for Haymond St. was passed, and Bob Sapp was elected for appointment
to the Senior Center Board. Rev. Phillip McCool, associate minister
of Mt. Zion Baptist gave the Invocation.

Highlights of the meeting included the proclamation “Through
with Chew Save Face” Week that was accepted by Cathy Reed,
as well as the Proclamation for Random Acts of Kindness. A Resolution
was passed from the West Virginia Development Office’s Community
of Participation grants for Pricketts Fort, ($10,000) Woodlawn Cemetery
($16,499) and Marion County Commission ($48,000); An Application
to the State Historic Preservation Office for windows in the Courthouse
was submitted. An Order for Transfer of Funds from the Coal Severance
Fund to the Marion County Development Authority was approved. And
appointment to the Downs Public Service District was made. For the
record, Extension request to continue negotiations for the rail
abandonment from Barrackville to Mannington was passed. Richard
Walton, Planning and Development Director ,Marion County Commission,
gave the explanation.

Highlights of the evening include: 1 Public Hearing,
3 Considerations for Council to Act upon, including Haymond St.
rezoning, draw down on water and construction projects, and recommendation
to Marion County Parks and Recreation. The City recognized Cody
Gallagher for his community service. He recently won the Prudential
Spirit Award for the award winning program he started called: “Share
a Bear, Show You Care,” in which bears are given out free
in various places. His other program is READ: Read, Educate, and
Dream” in which he reads and distributes books.Also recognized
was Drew Edwards, an 8th grader, who has exhibited an interested
in government. Dave Whiteman, President of IFF 318 presents a citizens
petition to Council. Speaking was Nick Tipi over rezoning on the
East Side. Invocation was by Rev. Jim Norton.

Most of the Marion County Candidates elected to public office were
sworn in on Wed., Dec. 17th at the Court House. Even though some
swearing ins were ceremonial, this well attended event featured
comments by newly elected Supreme Court Justice Menis Ketchum and
Secretary of State Natalie Tennant. John Perdue speaks briefly.
My mistake in filming failed to capture the swearing in of Delegate
Longstreth and Caputo.
